What is a housing constrained forecast?
These forecasts use the same assumptions of fertility, mortality and household formation as the ONS/DCLG 2014 based projections, but migration is controlled so that the population can be accommodated by the number of planned dwellings.
Housing figures were provided by district and borough councils; actual completions for 2015-16 and planning information for 2016-2031. The Local Planning Authorities in Surrey are at different stages of their Local Plan process so the information used in these forecasts is from different sources but was the best available at May 2017:
