The purpose of this report is to understand how the needs of young people with special educational needs and disabilities (SEND) in Surrey are changing over time and how we need to develop provision to meet those needs. There will be a particular focus on education provision 16-25, although the development of Education, Health and Care Plans means this will also need to be integrated with planning in other areas.
