The Surrey Office of Data and Analytics (SODA), part of Surrey County Council’s Insight and Analytics team, leads on coordinating and enabling partnership data sharing and analysis to generate insights on county‑wide issues that require a shared, multi‑agency response. 

SODA plays a central role in supporting the Community Safety and Prevention Board by coordinating data and analysis across seven key priority areas

  • Anti‑Social Behaviour (ASB) and Community Harm 
  • Hate Crime and Community Cohesion 
  • Prevent 
  • Road Safety 
  • Serious Organised Crime (SOC) 
  • Serious Violence 
  • Violence Against Women and Girls (VAWG) and Domestic Abuse 

SODA’s partnership-driven approach is already transforming how Surrey understands and responds to community safety needs. By strengthening connections between organisations and harnessing the full potential of shared intelligence, SODA is helping inform evidence-based strategies, which will achieve more effective prevention, and safer outcomes for communities across the county. 

A Data and Analytics Group has been established, that meets every 4-6 weeks, bringing together organisations from across the system, including Local Government and Community Services; Children, Families and Education; Health and Wellbeing; Police, Adults Safeguarding; Crime and Justice; Safety, Enforcement and Emergency Services and Information Governance and Data. 

Its purpose is to share information to understand the Surrey picture, identify key gaps in understanding and ensure insights are translated into meaningful, actionable products that support prevention across Surrey. 

What We’ve Achieved This Year 

SODA has contributed to several major community safety initiatives: 

  • Combating Drugs Partnership 

Supported the development of the Substance Misuse Joint Strategic Needs Assessment (JSNA). 

  • Violence Against Women and Girls (VAWG) and Domestic Abuse 

Delivered a comprehensive needs assessment, including service mapping and identifying gaps in data and provision. Completed scoping and developed a proof of concept for a domestic abuse risk tool (DaVIT). 

  • Hate Crime and Community Cohesion 

Supported a needs assessment on Hate Crime and Community Cohesion in Surrey, including data gathering from partners, service mapping and identification of gaps and recommendations. 

  • Serious Violence Reduction Partnership 

Gathered data from key partners, including education, health and social care data to strengthen and support products, including Police place‑based products and the Surrey Knife-Crime profile. 

  • Community Safety and Prevention Board Launch 

Coordinated a Surrey baseline information pack for the launch of the Community Safety and Prevention Board. 

Our Work for 2026/27 

Looking ahead, SODA is expanding its focus to develop and highlight insights on risks to community safety through partnership working across Surrey. 

  • Serious Violence Involving Young People 

A needs assessment is nearing completion, involving partner engagement, information‑sharing and service mapping. Consultation with professionals and interviews with young people will provide valuable qualitative insight strengthen the findings. 

  • AntiSocial Behaviour and Community Harm 

Scoping work has begun on a county‑wide strategic needs assessment, using data shared by partners to build a clear understanding of ASB patterns and impacts.  

  • Performance Reporting on the Community Safety and Prevention Focus Areas 

Developing a process to keep the Board informed of cross-cutting issues and trends in Surrey across the seven focus areas. This includes providing data and intelligence to show progress against indicators. 

  • Identify and Coordinate Information to understand Community Harm in Surrey 

Working with partners to identify opportunities to use qualitative and quantitative information to understand the risks, drivers and issues affecting communities in Surrey. 

  • Multi-Agency Risk Approach 

Exploring opportunities to create a multi‑agency product that supports early identification and cross-cutting issues and enhances prevention activity across community safety. 

  • Utilising Information Management Tools and Platforms 

Continuing to support the coordination and sharing of useful information between partners, using appropriate technology and information management tools.
