Surrey’s administrative boundaries are changing, with the current two‑tier system of county and district/borough councils proposed to be replaced by two new unitary authorities supported by a mayoral strategic authority. These changes are expected to come into effect on 1 April 2027. Under the confirmed plans for Surrey’s local government reorganisation, the new East Surrey Unitary Authority will comprise the existing districts and boroughs of Elmbridge, Epsom & Ewell, Mole Valley, Reigate & Banstead and Tandridge, while West Surrey will bring together Guildford, Runnymede, Spelthorne, Surrey Heath, Waverley and Woking. This structure reflects the government’s approved two‑unitary proposal for the county.

The infographics have been created to explain the characteristics of the new areas and provide an evidence‑based foundation for understanding the two new Unitary Authorities. The first page summarises Census‑based demographics and population profiles, while the second page presents key information on housing circumstances, deprivation, the job market and local health indicators.
